About Us – Management Staff
The Management Staff of the Petroleum Directorate provides the development, maintenance, and allocation of resources to attain the goals of the Sierra Leone Petroleum Directorate. These are people who are responsible for developing and carrying out the management processes. Management is dynamic by nature and evolves to meet the needs and constraints in the institution’s internal and external environments.

Mr. Zainu Deen Karim
ACCA, ACA(SL), CIPFA(affil), MBA, BSc.(Hons)
Director of Finance
Mr. Zainu Deen Karim holds a string of professional credentials including Certified Accounting Technician (CAT), Certificate in International Auditing, BSc Hons in Applied Accounting from Oxford Brookes University, Postgraduate Diploma in Business Management from London School of Commerce, Masters in Business (MBA) from Cardiff Metropolitan University, a qualified member of the Institute of Chartered Accountant of Sierra Leone, a qualified affiliate member of the Chartered Insitute of Public Finance and Accountancy(CIPFA) and he is also a Chartered Certified Accountant with Association of Chartered Certified Accountants (ACCA).
He had gained and indeed shared his experience and expertise working with a range of organizations in different capacities in the UK over the past years, specifically in Finance and Accounting. These have included the National Health Service UK, Honorable Society of Lincolns Inn, Gett UK Ltd, East Thames Group, Vangent Ltd, Oil and Gas UK Ltd, and City and Hackney Mind.
Mr. Karim is motivated by his passion for a better understanding of the complexities of extractive industry accounting, coupled with his desire to be a part of the success story toward the country’s ultimate transformation being initiated under the New Direction.
His quest for expanding the frontiers of knowledge, and his determination to translate concepts into concrete outcomes have contributed to his success in contributing to the accomplishments of his previous establishments.
Ahmed Tejan Bah
Head of Technical Department
Ahmed Tejan Bah is a Petroleum Geologist and head of the Technical Department. He holds an M. Sc. Petroleum Geoscience (Heriot-Watt University, Edinburgh, UK), M.Sc. Mineral Exploration and Mining Geology (University of Jos, Nigeria), B.Sc. Hons. Geology (University of Sierra Leone). Additional training in oil and gas management, data management, and other related fields in Oil and Gas Exploration.
A Geoscientist with over 10 years of experience in the exploration of oil and gas with the Petroleum Directorate. Committed to the development of technical skills to enhance basin understanding and resolve challenges related to exploration. Positive team leader in fostering synergy through effective communication and understanding.
Skilled in the IHS Kingdom, Interactive Petrophysics, and PetroMod.
Principal Mining and Exploration Geologist with Sierra Leone Diamond Mining Company and Geo-Services in the exploration and mining of placer deposits (Gold, Diamond, and Coltan). High interest in Environmental Geology and Health. A former lecturer at Geology Department, Fourah Bay College, University of Sierra Leone.
Mr. Mohamed A.S. Mustapha
Head, Procurement and Logistic
The Head of Procurement and Logistics holds an MSc, Service Management at Stenden University, The Netherlands, BBA -International Business and Management Studies at MHL University of Applied Sciences, BSc -Bookkeeping &Accounting at Friesport Leidijk University, and HND -Business Administration at Friesport Leidijk University.
The Head of Procurement and Logistics is a Procurement and Logistics Specialist, who has served as Senior Procurement, Export and Logistics Focal at Friesland Campina (Leading Dutch milk factory) in the Netherlands for over 7 years.
He has earned hands-on experiences in Marketing, Service Management, Advance Supply Chain Management, Business –to –Business (B2B), Business –to –Consumer (B2C) Management, and negotiated diverse multi-cultural business exhibition centers in Berlin, Brussels, Amsterdam, Paris, and London on behalf of Friesland Campina, Stenden and NHL University of Applied Sciences.
His wealth of International Businesses, Environmental adaptability, Cultural awareness, and Expert know-how have been giving him a commanding lead during the Procurement Processes, Supply Chain Management, and Logistics of the Petroleum Directorate. He is also a bilingual Expert. He speaks and writes fluent Dutch.
Ms. Eddinia Michaela Swallow
Senior Legal Counsel
Ms. Eddinia Michaela Swallow is a Senior Legal Counsel at the Sierra Leone Petroleum Directorate. She is currently serving as President of the Sierra Leone Bar Association; a Barrister and Solicitor of the High Court of Sierra Leone with a wealth of experience in International Business and Commercial law, Petroleum and Energy Law, Labour laws, Corporate Governance, and the financial and banking sectors.
She is a strong advocate for the protection of the rights of women, girls, and children. She holds a Bachelor of Laws with Honours degree and a Diploma in Mass Communications with Public Relations major from the University of Sierra Leone. She also holds an LLM in International Business and Commercial Law with Distinction from the University of East Anglia, Norwich, UK.
Ms. Eddinia worked as a private legal practitioner in the law firm of Wright & Co in her early years of practice. Upon attaining her master’s degree in International Business and Commercial Law, Eddinia branched into the banking sector as Head, Legal, and Company Secretary of Skye Bank SL Limited, a subsidiary of one of the leading commercial banks in the West African Sub Region. She maintained this position until her appointment in 2019, as ‘Senior Legal Counsel’, Petroleum Directorate, Office of the President.
Ms. Eddinia is the first woman to be elected unopposed in succession to the positions of Vice President and President of the oldest Bar Association in sub-Saharan West Africa, the Sierra Leone Bar Association.
She is an elected member of the General Legal Council of Sierra Leone; she is the Country Representative of the African Women Lawyers Association (AWLA) in Sierra Leone; a life member of the International Federation of Women Lawyers (FIDA) and a member of Legal Access through Women Yearning for Equality Rights and Social Justice (L.A.W.Y.E.R.S).
In January this year, Ms. Eddinia was appointed as a Notary Public and a Commissioner of Oaths by the Chief Justice of Sierra Leone. Outside of work, she devotes her time to mentoring girls and supporting young boys in achieving their dreams through sponsorship and internship programs. Ms. Eddinia enjoys reading, music, and watching movies.
Mrs. Masa Bah
Senior Petroleum GeologistMrs. Masa Bah Senior Petroleum Geologist at the Petroleum Directorate. MSc Oil and Gas Exploration and Production (ISE Madrid & Heriot-Watt). BSc (Hons) Geology (USL). Additional Certificates on Oil & Gas Management, Data management, Data loading, 2D/3D seismic interpretation, Petrophysics, and Applied Reservoir Engineering. A Geoscientist with ten years of experience in the oil and gas industry working for the regulatory body. Valuable experience on 2D/3D seismic interpretation, play fairway analysis, prospect generation, depth conversion, volumetrics, AVO analysis, and well log analysis using the IHS Kingdom and Interactive Petrophysics (IP) offshore Sierra Leone. Besides analyzing geoscience data, also has experience in Licencing round, basin promotion, farm-outs/ins, data loading, and data management.
